KUA-PPAS Discussion Belated Due to Detailed Budget Rejected by DPRD

Jakarta Governor, Basuki “Ahok” T Purnama admitted the delay in the discussion of the 2016 city's budget priorities and preliminary thresholds (KUA-PPAS). One of the factors is due to Jakarta Legislative Council (DPRD) has not received the detailed budget yet.

But this time, he wants the proposed activities could be detailed thus all can be clear. "Initially, the KUA-PPAS was not mentioned in detail, but only the title. Hence, the DPRD decided to purchase the uninterruptible power supply (UPS). This is budget plafond prioritize, if it is not mentioned, you cannot purchase and change it," he exclaimed.
Ahok added such effort aims to avoid any stealth program, like as the purchase case of UPS worth Rp 1.2 trillion on the 2014 Revised City Budget (APBD-P).
“Why the UPS case broke out?, whereas there was no education priority in APBD-P, that’s the problem,” he asserted.
As known, the Home Ministry given extra time until November 30, 2015, to the city administration for submitting the 2016 KUA-PPAS. Its submitting was previously targeted on last July. If it is late again, the DPRD and regional head will be sanctioned by not paying off their salary for six months as listed in Law No.23/2014.
